Hon. Paul J. Lewis was born in the village of Windy Hill, St. George’s, Montserrat, on December 29, 1968. He began his educational journey at St. George’s Primary School, known for its inspiring motto “Knowledge Is Power.” Continuing his education at the Montserrat Secondary School (MSS) and then the Montserrat Technical College, Hon. Lewis laid a strong foundation for his future endeavors.

A proud alumnus of the University of Technology, Jamaica (UTEC), Hon. Lewis earned a degree in Electrical Engineering, Telecoms, and Electronics. After graduating, he returned to Montserrat to work in the private sector before joining the Civil Service, marking the start of his long and dedicated service to his country.

Hon. Lewis has held numerous significant roles, including President of the Caribbean Public Service Association and the Montserrat Civil Service Association. He has also served on several boards, such as Montserrat Utilities Ltd, Montserrat Social Security Board, and the Labour Advisory Board, and as Chairman of the Accident Investigation Board on Montserrat. His desire to enhance the livelihoods of his fellow Montserratians inspired his political debut during the 2014 General Elections under the People’s Democratic Movement (PDM), where he emerged successful.

As Minister with responsibility for Communications, Works, Energy, and Labour, Hon. Lewis spearheaded key initiatives, including the establishment of Montserrat’s first Energy Unit and the introduction of the island’s first electric vehicle as part of his Solar Energy development project.

Recognized by CARICOM as a Leader and Innovator in the Caribbean’s renewable energy sector, Hon. Lewis also made significant strides in ICT and local infrastructure, including road network improvements and securing funding for Montserrat’s Port Development Project. A strong advocate for workers’ rights, he has tirelessly championed legal protections for Montserrat’s workforce.

Currently, Hon. Lewis serves as Leader of the PDM Party heading into the 2024 General Elections. Hon. Lewis envisions an economically robust Montserrat, driven by sustainable development and innovative economic strategies. He is dedicated to diversifying the economy through investments in renewable energy, tourism, and technology, creating job opportunities, and fostering an environment where businesses can thrive. By promoting fiscal responsibility and attracting foreign investment, he aims to reduce the cost of living and improve the standard of living for all Montserratians.


In 2024, Paul J. Lewis is leading PDM with a forward-looking agenda focused on Inclusive Sustainable Growth (ISG). His vision emphasizes innovation, entrepreneurship, and digital literacy, giving every Montserratian the tools to reach their full potential. PDM’s “People First Agenda for Progress” aims to create a prosperous and equitable society for all citizens. Key priorities under PDM’s leadership include:

  • Reliable Transportation Access: Improving air and sea connections to ensure Montserrat remains connected and open for residents, businesses, and tourists.
  • Kickstarting Economic Growth: Diversifying the economy with new industries, encouraging local entrepreneurship, and attracting international investment to create sustainable jobs.
  • Healthcare and Wellness: Enhancing healthcare services, focusing on preventative care, mental health, and overall well-being.
  • Energy Reliability: Expanding renewable energy sources like solar and geothermal to reduce reliance on imports and lower electricity costs.
  • Constitutional Reform: Modernizing Montserrat’s governance framework to increase autonomy, transparency, and accountability.
  • Youth Employment and Entrepreneurship: Providing vocational training and startup incentives to foster a new generation of leaders.
  • Food Security: Supporting local agriculture and fisheries to reduce reliance on imports and ensure affordable, nutritious food for all.

PDM’s vision for Montserrat’s future rests on the island’s ability to thrive in the digital economy while also supporting traditional sectors like agriculture, fisheries, construction and tourism.

Hon. Paul J. Lewis is now poised to lead Montserrat into a new era of prosperity and progress, leveraging his extensive experience and unwavering commitment to the island’s development.
