Mrs. Nyota N C Mulcare brings a wealth of experience to the table, with six years in the private sector and nearly 27 years in public service.

Now stepping into the political arena as a candidate for the People’s Democratic Movement (PDM) in the upcoming general elections, Mrs Mulcare aims to leverage her extensive public service experience and community advocacy to implement broader, impactful changes. Her deep understanding of Montserrat’s infrastructural needs and unwavering commitment to workers’ rights uniquely position her to address the island’s critical issues. Through this political transition, Mrs Mulcare aspires to bring a fresh perspective, provide dedicated leadership, ensure that the voices of the people are heard, and implement effective community-centered policies for Montserrat’s betterment.

Extensive Public Service Experience Her public service career began on 13 October 1997, and she has since made significant contributions across various Ministries and Departments. She has held notable roles in the Development Unit, Ministry of Communications & Works, Department of Administration, Chief Minister’s Office, Treasury Department, Disaster Management Coordination Agency (DMCA), Office of the Deputy Governor (ODG), Ministry of Agriculture, and Montserrat Postal Services (MPS).

Rising through the ranks, Mrs Mulcare made history on 1 February 2015, as the first Director of Postal Services, overseeing the General Post Office and Philatelic Bureau until 31 November. In this role, she represented Montserrat on regional and international platforms, as well as modernizing and revitalizing local postal services. Her extensive experience highlights her deep understanding of public service intricacies.

An Advocate for Worker’s Rights In addition to her professional career, Mrs Mulcare is a dedicated trade unionist, serving on the Executive of the Montserrat Civil Service Association (MCSA) for 20 years. She became the second female President, competently holding the position for the past seven years. A fearless advocate for social justice, she has championed safe working conditions, the rights of persons with disabilities, salary increases, and workers’ rights. Her advocacy extends to regional and international forums, and she has actively represented members in various disciplinary hearings.

Education & Board Membership Mrs Mulcare is a graduate of the University of the West Indies Open Campus (UWIOC), holding a Bachelor of Science Degree in Management Studies with Upper Second Class Honours and a Master’s in Public Sector Management. She has also earned certificates in International Disaster Management, Human Resource Administration, Directors’ Education & Accreditation, and Nail Technology. Her expertise is recognized through her participation on numerous boards and committees, including the Montserrat Social Security Fund, Labour Advisory Board, Montserrat Mediation Committee, Public Service Reform initiatives, and Montserrat Land Development
Authority.

Dedication to Community, Culture and Business A devoted Anglican and patriotic Montserratian, Mrs Mulcare is actively involved in church activities and enjoys family time, gardening, singing, and music. An avid Calypso lover, she competed in Montserrat’s Calypso competition in 2007 and 2019 under the stage name “Black Pearl,” delivering notable performances of “Help Me to Help Me,” “It’s So Beautiful,” “Let Fairness Reign,” and “Hold Dem Dung.”

Mrs Mulcare is also an entrepreneur, providing quality Nail Technology services and fudge confectioneries to the Montserrat community.

Passionate about youth development and community advancement, she advocates for quality air and sea access, tourism, business development, health, education, youth empowerment, food security, land and infrastructure development, constitution reform, workers’ rights, social diversification, population retention and growth, and diaspora engagement. She is focused and committed towards working with her PDM Team to take Montserrat to new frontiers.
