PDM Leader Paul J. Lewis remains a man deeply committed to social progress and inclusivity, with a vision that places Montserrat as a true participant in a new global economy. His professional background in electrical engineering, telecommunications, and electronics has equipped him with a unique perspective on the infrastructural and technological challenges the island faces. This perspective was instrumental when he served in the Montserrat public service.
Fast-forward to 2024, and Hon. Paul J. Lewis is leading the People’s Democratic Movement (PDM) with a forward-looking vision that positions Montserrat to thrive in an interconnected, digital world. Under his leadership, the PDM proposes ‘A People First Agenda for Progress’, a
roadmap centered on what PDM terms to be Inclusive Sustainable Growth (ISG). With the digital economy now an integral part of global trade, finance, and everyday life, Paul’s PDM Administration will ensure Montserrat is not left behind. His accomplishments, whilst serving as
Minister for Communications and Works, such as introducing solar energy into the grid and initiatives like the island’s new fibre-optic cable connection to the global internet backbone, has open new opportunities for e-commerce, digital services, and the modernization of Montserrat’s economy.
Paul’s leadership is focused on the future, with an emphasis on building a strong, competitive nation by ensuring that citizens and residents of Montserratians are actively involved in every aspect of national development. The PDM is committed to fostering a culture of innovation,

Kickstarting Economic Growth and Jobs: We are committed to reviving Montserrat’s economy by fostering new industries, encouraging local entrepreneurship, and attracting international investment. Our goal is to create sustainable job opportunities and build a stronger, more diverse economy that benefits all Montserratians.
Healthcare and Wellness: PDM will prioritize enhancing the healthcare system to ensure all citizens have access to quality medical services. We will focus on preventative care, mental health, and wellness programs to improve the overall health and well-being of our people.
Energy Reliability: Our plan includes expanding renewable energy sources and ensuring a stable and affordable power supply. By investing in solar, geothermal, and other sustainable energy solutions, we aim to reduce dependency on imported fuel and lower the cost of electricity.
Constitutional Reform: PDM is dedicated to modernizing Montserrat’s governance framework to ensure greater autonomy, accountability, and transparency. Constitutional reform will help Montserrat negotiate better terms with the UK, empowering us to chart our own path toward sustainable development and self-governance.
Youth Employment and Entrepreneurship: We will create targeted programs that equip our young people with the skills, resources, and opportunities to succeed. From vocational training to start-up incentives, PDM is committed to fostering a new generation of leaders and entrepreneurs to drive Montserrat’s future growth.
Food Security: PDM will prioritize the expansion of agriculture and fisheries, providing incentives and support to local farmers and fishers.
